Japanese Official Development Assistance (ODA)
What is ODA?
According to the Organisation for Economic Cooperation and Development (OECD – DAC), Official Development Assistance, ODA constitutes the total donation support as a technical cooperation and funds, provided by a government or public governmental agency intended for promotion of social-economic progress of the developing countries.
What is Japanese ODA?
The Japanese Official Development Assistance (Japan’s ODA) constitutes all Japanese funds and transfers of technologies intended for the developing countries. Japan’s ODA covers the following priority sectors: social and economic infrastructure, water, public health and human resource development. By its inclusion in the Columbus Plan on 6 October 1954, Japan commenced its support to the developing countries. Today it is one of the major donors providing donation support to 186 countries and regions world wide.
Japan’s ODA in the Republic of Macedonia is present since 1994. The total amount of realised financial support to the Republic of Macedonia amounts to EUR 158 million; thus including Japan among the major donors in the country.
Japan’s ODA is allocated in the following categories:
- Bilateral loans;
- Bilateral grant assistance;
- Bilateral assistance - Technical cooperation (JICA);
- Japanese contribution and membership fees in international multilateral donors organisations

Japanese Bank for International Cooperation - JBIC
Japanese Bank for International Cooperation (JBIC) is a governmental agency engaged in earmarked funding and other financial services. Its activities include two components: International financial operations (IFOs) that support Japanese export, import and foreign investment activities, and Overseas Economic Cooperation Operations (OECOs) constituting part of the Official Development Assistance (ODA) directed to support of economic and social development of the developing countries. OECO provides concession ODA loans, on the basis of ODA Charter adopted by the Government of Japan and the Medium-term Strategy for Overseas Economic Cooperation, drafted by the JBIC in accordance with short-term and long-term ODA policy of the Government.
