Institutional Set-up
The Kingdom of Netherlands’ development cooperation is regulated both by the Ministry of Foreign Affairs and the Minister for Development Cooperation.
The Directorate-General for International Cooperation (DGIS) is responsible for development cooperation policy, its coordination, implementation, and funding. Major DGIS focus is the coherence between Dutch and EU policy regarding developing countries.
The Directorate-General for Regional Policy and Consular Affairs (DGRC) collects and manages information on countries and regions, and cooperates with the missions to develop integrated policy. It thus directs the regional departments and the Ministry"s mission network..
Both DGIS and the DGRC are accountable to the Ministry of Foreign Affairs and to the Minister for Development Cooperation (http://www.minbuza.nl/).
The new Netherlands development policy of 2003 is outlined in the Memorandum entitled ‘Mutual interests, mutual responsibilities: Dutch development cooperation en route to 2015’. This document defines the strategic priorities of the development cooperation of the Kingdom of the Netherlands with 36 partner countries, including Republic of Macedonia, in the period to 2015.
The eligibility criteria for making use of the funds are the following: the developing country need for aid, its economic and socio-political applied policies and its position regarding human rights.
In the period to 2015, the Netherlands will continue to allocate 0.8% of its Gross National Product to development cooperation, and 15% of the development budget will be used for education in order to contribute to 2015 Millennium Development Goals.
