The State Secretary for European Affairs, Drita Abdiu-Halili, participated in the International Technical Expert Days conference on August 29-30.2022, which was held in Paris, France.
In her address to the Conference, Abdiu-Halili emphasized the importance of cooperation with the Republic of France, specifically in the field of training for the state administration through sharing of experiences by the French administration, which has lasted for more than two decades.
- The cooperation with R. France, to the greatest extent in the past decades was focused on the strengthening of the administrative capacities of our administration and investment in human capital by transferring the French experiences and the model of functioning of the French administration, under the EU sign and in the light of current developments in Europe and the world, said Abdiu – Halili.
According to her, French support is firmly embedded in the process of modernization and training of the administration and as she indicated in her address, the basis of this cooperation was established through the first Agreement on Cultural, Educational, Scientific and Technical Cooperation which was signed on January 29, 1998, between governments of both countries, and it came into force on January 1, 1999, and is the basis for developing a long-term program called "Formacion Administratif Superior" - High Administrative Training. A total of 10 generations of civil servants were trained within the scope of the High Administrative Training through three contracts. Since 2010, the Secretariat for European Affairs has benefited from a special expertise arrangement, hosting for several years a French expert working with the Secretariat and other ministries and agencies on EU-related topics highly relevant to our alignment process with the EU, Abdiu-Halili pointed out.
The State Secretary for European Affairs expressed expectation for a successful continuation of the cooperation with France, especially in this period of the start of negotiations for EU membership, when it is necessary to further strengthen the capacity of our administration for the negotiation process.
