State Secretary for European Affairs, Kalinka Gaber, today opened the seminar on the preparation for the process of negotiations with the EU - the Croatian experience in the premises of the Government of the Republic of North Macedonia, where the state secretaries from the line ministries took part.
"I believe that presenting the Croatian model for the accession process will be useful for all of us, given that we are in a period before the adoption of the expected decision for start of the negotiations in October this year," Gaber said in the beginning, adding that this is also an opportunity to exchange experiences with people who were involved in the very process of accession negotiations, during all phases prior to Croatia's accession to the Union, which is of exceptional importance to us.
Croatian experts Dubravka Vlasic Pleshe, adviser to the Croatian Prime Minister and a former secretary of the negotiating team and head of the working group for Chapter 1, and Kristian Turkal, State Secretary in the Ministry of Justice and former negotiator for Chapter 23 held presentations during the seminar. The focus was put on the practical aspects of the Coordination Mechanism, that is, the role of state secretaries, institutions, stakeholder involvement and consultation, and the coordination of EU issues in the pre-accession period.
State Secretary Gaber stressed that parallel to the establishment of the negotiating structure, the Government and the administration are working on the analysis of EU legal acts presented at the explanatory meetings and incorporating them into the National Programme for Adoption of the Acquis.
With the support from SIGMA, we are working on mapping of the legislative process with a focus on the transposition of the EU legislation into national regulations, after which a Manual for Transposition will be prepared and trainings will be organised.
This seminar is organised as a follow up after the visit to Croatia by State Secretary Kalinka Gaber together with a team from the Secretariat for European Affairs in April this year, marking the beginning of the cooperation in the field of European integration, in Chapters 1, 3, 11, 23 and 27, for which Gaber expressed her gratitude to the Croatian ambassador to the country, Danijela Barisic.
